Select a picture in Nautilus, then click Edit -> Tags...

Here we have a few strings in English and I can't find them from any
translation template, hence I think they're not marked for translation.

Tags... (in Edit menu)
Tags (in Titlebar, after clicking Tags...)
Set the tags you want to associate with the %d selected item (in a window, 
after clicking Tags...)
