Public bug reported:

If you open "change desktop background" for the first time, it'll open
with global menu. And it has all three buttons - close, minimise, window
(the square button).

If you click the sqaure button, it'll change into a window mode.
(without global menu)

But there is no square button to switch back to global menu mode. 
Other windows in gnome control center has the sqaure button.
