I have this behavior, along with loss of "shut down" from upper-right- corner menu and loss of auto-mounting (or manual mounting) of USB drives. It seems to be a privilege de-escalation of my account. As with original poster, gnome-control-center started w. gksudo bucks when "user account" button is pressed.
