Public bug reported:

Right click on a photo and choose "Open With Shotwell Photo Editor".
Choose "Crop" and go to the crop options that start with "Unconstrained"
to chose other settings. The menu opens but it's empty. All other
settings are hidden below, leaving the most part of the drop-up menu
empty. To find other options you must scroll down a few times.  See
attached screenshot.
