If these comments reveal anything it's that different people want to work in different ways. Those of us whose other main machines are Macs want a permanently visible global menu; those whose other machines are Windows, or just came from earlier versions of Gnome, want menus attached to the windows, and a variety of other options - wow, people still do focus-follows-mouse? :-P
TBH I think most of the problem here has been the recent-years fetish with removing user preferences for this stuff; that's what makes the decision to go with the "wrong" paradigm as default a major PITA for already-competent users rather than a minor annoyance that's fixed within a minute or two of first logging into a new system. Choose whatever default behaviour you want for the new-to-ubuntu user; but give the rest of us *choices*!
