Public bug reported:

1. Open a folder in Nautilus with images in it
2. Double click an image to open it in EOG
3. Put another window on top of the EOG window
4. In Nautilus, double-click the same image file

Note that EOG did not raise.

This is contrast to most (all?) apps in Ubuntu -- for example, if you
try the corresponding steps in Firefox or Gedit, both will raise the
corresponding window.
