It seems that this was a GSettings key that got unset, probably as
plugins were being changed through the release.  I was able to fix this
by reenabling the media keys plugin like this:

$ gsettings set org.gnome.settings-daemon.plugins.media-keys active true

** Package changed: gnome-control-center (Ubuntu Quantal) => gnome-
settings-daemon (Ubuntu Quantal)

** Changed in: gnome-settings-daemon (Ubuntu Quantal)
       Status: Confirmed => Fix Released
