I was just having such a problem - evolution would not send out my mail over SMTP. Before I replaced my RoadRunner (cable connection) with DSL, just one day ago, I thought the problem was related to the poor connection; after replacing it with a DSL connection (which seems to work fine with everything else) the problem persisted, so it implied something else was amiss. It seemed to start working again after switching the SMTP authentication mechanism from using TLS encryption to using SSL encryption. That may be a clue :./ ...
