If the user locks the screen via the Lock Screen action (Ctrl + Alt +
L), the screen should be turned off. What happens now is that the screen
goes black, but the backlight remains on, consuming the battery and
serving as an unnecessary light source. Only after the number of minutes
specified in the Brightness and Lock settings panel elapse is the screen
turned off.
I see no reason why this should be like this: the "Turn screen off when
inactive for: X minutes" setting is, I guess, there to recognize the
situation when the user forgets to log out / put the machine to sleep
when he leaves it. However, when the user locks the screen, it is, in
effect, a way to tell the OS "I'll be inactive". So, it would only make
sense if the screen was turned off.
I am using Ubuntu 12.04.2 LTS.
