What version are you using?
This was changed in version 0.13. Shotwell's thumbnails are now stored
in ~/.cache/shotwell and are regenerated if missing. We had some bugs
with the regeneration that are fixed in the current trunk of Shotwell
and will be available in 0.14. I recommend upgrading to 0.13.1, and if
you're experiencing problems, to install Shotwell from our Daily Build
PPA: https://launchpad.net/~yorba/+archive/daily-builds/
