Daniel, that's because you're thinking like a developer. ;-) "Report Broken Web Site…" applies to the Web page you're on. "Report Web Forgery…" applies to the Web page you're on. So it's quite understandable that the launchpad-integration items between them will apply to the Web page you're on ... but then they don't. You could improve this a little bit by fixing the position of the menu items. But still, the idea of contributing to the choice of words of the buttons and menus (!) in a program you're already using (!!) is so unusual that I don't think you can explain it in a menu item.
