To reproduce:
* Select any folder in Nautilus -> left click -> Properties
* Choose a different icon;
* The selected folder appears with the selected icon, but with the border seen 
in the question at AskUbuntu.

On older versions (Precise at least) the border is not present.

>From the comments it seems it was already reported in bugzilla (and
fixed), but still happens in Raring.
