I'm not able to reproduce the problem on my 14.10. In a terminal window
both
yelp
and
yelp help:ubuntu-help
open the Ubuntu User Guide.
Can you please reinstall the ubuntu-docs package and let us know if it
helps.
sudo apt-get install --reinstall ubuntu-docs
