PROPOSED FIX

The current popup shows:
Information: Username, Current keyboard layout (also a button)
   Buttons: Switch user, Unlock

When you click on Switch user, you end up at the correct behaviour: the
keyboard is switched back to the default layout, the same layout that
the user used to login, and it does offer the option to switch user (the
standard login screen).

Proposed fix: go straight to the login screen (it fixes the layout, and
it doesn't require extra clicking when a alternate keyboard layout
happened to be active, and in case it is desirable to switch the user,
it is immediately possible)

As a bonus, you're using a well tested and beautifully designed screen,
and you're skipping an unnecessary widget.
