Public bug reported:

Seems to be from recent gtk3 upgrades which have affected sidebar in several
ways.
Test case:
Open nautilus to any directory
Grab a file with cursor, bring over to sidebar & hover over a directory such as
Documents

What happens: nothing
What should happen: the main nautilus window should switch to directory hovered
over after a bit less than a sec. of hover time

(the sidebar also was affected by newer gtk in -
context menu on sidebar items is now the gnome cartoon bubble style
mounted volumes are indicated with a button instead of just an icon
