The Ubuntu plugin only downloads one page of reviews (10). I didn't update this because some packages have hundreds of reivews which is likely to be slow to download or make the UI slow.
The upstream design has a button to download more (discussed this issue while designing) but this is not implemented in GNOME Software. It is non-trivial to implement. I figured this is not a blocker and can be solved post 16.04.
