Public bug reported: After I submitted the merge for 3.20.1-1ubuntu1, I saw that evince's traditional_menu_bar.patch has this comment:
"The view and action menus are hidden when the menubar is shown" And in fact, the original patch does have that feature but this was skipped in at least the xenial version.
