The binary should recommends the service, while it's not strictly
needing it that's what users expect to get a working out of the box
experience

snapd-login-service doesn't get installed by default with gnome-software
which leads to non working snapd interactions
* Test case
Upgrade libsnapd-glib1, snapd-login-service should get installed
* Regression potential
it's only a recommends on a new service shouldn't impact existing
softwares
