Public bug reported:
It seems fcitx isn't loading correctly at login.
If I right-click the indicator, the menu doesn't open and all input is blocked
for several seconds.
Killing and restarting fcitx seems to work.
I can reproduce this using the Ubuntu MATE 17.04 live CD.
