I'm using 16.04 and I have the same problem. I think nobody mentioned that: the real problem may be that the speed is not displayed accurately. I have a USB flash drive where copying a 3GB file takes around 8 to 12 minutes (in Windows the copying speed is up to around 10Mb/s). In Ubuntu it takes the same amount of time but it gets to 100% really quickly and then I have to wait until it's actually done.
