Public bug reported:

When attempting to unlock an encrypted drive without cryptsetup-bin
installed, Files errors out. Files should bring up a prompt to install
cryptsetup-bin in the relevant package manager (in our case, Apt) when
one attempts to unlock an encrypted drive. I.e., I plug in the encrypted
drive, Files tells me that cryptsetup-bin needs to be installed and
prompts the relevant package manager GUI (can't remember what this is in
Ubuntu when it isn't full-blown Ubuntu Software) to give me a dialogue
box and a button to press to install it, I enter my password, it is
installed.
