Please clarify what you mean by "Window Action Key". What do you expect
such a feature to do? Also, are you comparing Gnome Shell to Unity, or
to a previous version of Gnome Shell.

As far as I can tell, Super is doing what Super should do in Gnome
Shell. Alt does nothing by itself. So if you're comparing Gnome Shell to
Unity then those are completely different features and should not use
Alt in Gnome Shell.
