Public bug reported:

Fresh install of Ubuntu 17.10 (laptop + external monitor).

Running "Settings → Displays → Primary (or Secondary)", all the options:

- Primary
- Secondary Display
- Mirror
- Turn Off

are not working.

Also "Arrange Combined Displays" is not working.
