This is still an issue on the latest version of Mint. I am running Mint 18.2 Cinnamon 64Bit. Every single time I restart my computer, restart x-server, logout of a user profile, or do a hard shut down, the desktop icons revert from my meticulous arrangement to alphabetically aligned to a grid. It is incredibly annoying.
