Public bug reported:
Ntp gets started before the network is setup. I have this happen with 2
machines. Each gets their network information via dhcp. One machine was
installed from kubuntu herd4. The other was installed from kubuntu
herd5. Both machines are kept up to date. The following happens
consistently on both machines.
1. network manager starts
2. ntp is started but can only bind to lo because eth0 is not up yet
3. dhcp client brings up eth0
4. ntpdate is then run buts fails because ntp is already running
