Tim, are you really saying just that one-line change fixed it?... I can confirm at least that /usr/share/gdm/generate-config is introduced only by Debian/Ubuntu packaging. It's not part of the upstream GDM project. So if Fedora's approach of running under xinit works then we should probably do the same. I can't yet see why it works though.
