Under "universal access", various features work as expected (e.g turning on high contrast, or large text). However, pressing the toggle button for the on-screen keyboard has no effect. Please note that another Ubuntu Budgie user has noticed this issue also - see comment #5 from Bug #1687900, dated 6th October 2017. Further, this bug is possibly related to Bug #1726453.
