Its odd that installing/reinstalling portions of Ubuntu seem to fix the issue. It looks like the Bionic beta only relased IOSs for Kubuntu, Budgie, Kylin, MATE, and Xubuntu. I wonder if their GNOME flavor is still in development and was updated to a broken version when you installed. Force-installing the ubuntu-gnome-desktop and gnome-control- center packages may have brought down a fixed version?
