My investigation has shown that upgrading libc6 first produces a vastly
different installation ordering. Also, turning off immediate
configuration of essential packages in apt makes it work; but triggers
bug 1771791 in systemd much more easily than now.

I think it might make sense to set Immediate-Configure to 0 for
upgrades. There's a higher chance stuff gets messed up (because now most
configuration is done at the end, even of essential packages); but
essential packages are supposed to work unconfigured; so it "should" be
fine...
