This bug needs to be reopened.

I'm using a freshly installed and updated Ubuntu 16.04.4, with a laptop
and an external monitor.

When the Brightness & Lock timeout occurs, my monitors do go off at
first, but my laptop's built-in monitor wakes backup up permanently to
the ubuntu login screen.

I'm worried that it is going to eventually ruin my monitor. Due to this bug, 
I'm going to have to create a cron job to run this command routinely:
xset dpms forceoff

Please mark this bug as NOT FIXED!
