Public bug reported:

System was fine on 16.04.
Clean install with 18.04 and the problem started presenting.
Boot up would hang before the login screen, just after the cursor would appear. 
Cursor not responsive.
Upgraded kernel with "proposed". Issue still persists.
When booting to recovery mode and then enabling network, the system would reach 
"[ OK ] Reached target Swap" and then hang. Hitting Ctrl + C would enable it to 
boot to the login screen and beyond.
Switched to lightdm as a workaround.
