The issue is similar to https://gitlab.gnome.org/GNOME/gnome-control-
center/issues/93 which has been fixed in 3.30 and indeed
https://errors.ubuntu.com/problem/1f92fe5794bfb1ca26fd9d7b1a974953f3a4da21
shows no report for that version
(note that restarting network-manager is not a normal use scenario and
not that common so it doesn't really qualify as a SRU candidate at this
point)
