Public bug reported: After updating to Ubuntu 19.04 I noticed a papercut: new open windows don't have the focus.
For example, if I opened the terminal from the dock in 18.10, I could start writing immediately after it open. In 19.04, I have to click on the terminal window before writing because the focus is elsewhere. It doesn't seem to happen always, but often enough to be annoying and certainly a regression from 18.10.
