apport-collect done. I also booted into a live session of Ubuntu 19.04 and the problem in fact does not exist...but... 1) I'm not sure what system the live session boots into by default, Wayland or X11, 2) as you can see the Alt-Tab task switcher is totally different from the 18.04 version!
