I know this is a late response, but I figured out the issue. Apparently, when I updated to Ubuntu 18.04, the update was stopped in the middle and did not finish properly. I ran `sudo dpkg --configure -a` and rebooted, which fixed the Mouse Keys clicking problem. However, I am not exactly sure what package was the problem.
