I experience the same problem on my xps9360 (without fingerprint reader)
after a clean install of ubuntu 19.10. I never experienced this problem
on 18.04 and the earlier ubuntu versions I ran on this laptop. The delay
is ~ 15-20 seconds and there are error messages in the Journactl log:

okt 03 11:19:11 paraiko-XPS-13-9360 gdm-password][21463]: gkr-pam: unlocked 
login keyring.
