Possible solution could be adding a "<compulsory_for_desktop>" tag (https://gitlab.gnome.org/GNOME/gnome- software/-/blob/master/data/appdata/org.gnome.Software.appdata.xml.in#L1491) to AppData, if Snap supports it, or adding some gnome-software quirk that marks the snap-store Snap as system application.
