I don't think that's reasonable. My personal threshold for reasonable is
around 500MB, given on login it's only:

  ~240MB for an Ubuntu session
  ~170MB for a vanilla GNOME session

And has been that way for a couple of cycles at least.

So yes I think 650MB RSS sounds like a bug... unless it starts that high
on login, which might be driver-specific?
