When upgrading from Ubuntu 18.04 to 20.04, the root user does not
receive the file ~/.config/user-dirs.dirs and thus the locale names are
not translated.

Example:

$ sudo bash
[sudo] password for gga:

# xdg-user-dir DESKTOP
/root/Desktop

With the proper (Spanish) .config/user-dirs.dirs:

$ sudo bash
[sudo] password for gga:

# xdg-user-dir DESKTOP
/root/Escritorio
