Ubuntu no longer uses vt.handover and it should not be specified at all anymore.
We boot directly to tty1, always and everywhere, and we should not be setting that at all. Thus a patch changing that from 7 to 1 is not a good idea for focal+. And I can't quite remember which releases we have changed to booting to tty1 by default.
