You have been subscribed to a public bug:

Until at least 16.04, php files used to open by default in Gedit.

I'm talking about when you double click on them in Nautilus (or the
first "open with <application>" options that shows up in the right-click
menu)

After I upgraded to 20.04 (not sure in which version the change was),
now they open by default in Google Chrome. (I guess they open in the
default browser which in my case is Chrome).

This is a stupid default. Do I need to explain to you that php files are
executed on the server? Opening them in a browser makes no sense in
99.999999% of cases. When one opens a php file locally, the most likely
scenario is that you are opening it in order to edit it.

So if you had switched from gedit to some other text editor I could
understand it, but opening it in the browser by default is an idiotic
default for php files.

I upgraded because I was sick of running age-old versions of almost
every program, most no longer supported and full of bugs that were fixed
years ago upstream, but I'm astonished at the amount of regressions and,
worse, idiotic design decisions that have either been taken either with
the specific purpose of making things worse, or were taken by idiots
that didn't put the slightest amount of thought in it.

Fucking unbelievable. Every major release of Ubuntu is a step backwards.
Mostly because of Gnome.
