I use Evolution 3.36.4-0ubuntu1 on Ubuntu 20.04.2 LTS from the ubuntu-
focal-updates-universe source.

I have several Search Folders and want to have them in a certain order.
If I go to Edit > Search Folders, I am able to change the order in the
dialogue box by moving them up and down. However, although the order is
the same when I open the dialogue box again, the order of the Search
Folders is still alphabetically in the Evolution main window. Even if I
restart Evolution.
