It is intentional that the screen lock is inhibited (temporarily disabled) when watching a video. That may happen if you're listening to music too, and is probably intentional.
It sounds like you are requesting that your screen automatically lock when you switch to a virtual terminal. As a workaround, I suggest you lock your screen yourself when you want it locked.
