I updated the bug description with some logs. The soname was not bumped. There was only minimal change to the library part of devhelp. devhelp only has 2 reverse dependencies in Ubuntu: gnome-builder and anjuta.
As far as I can tell, there are no changes breaking backwards compatibility: only a new feature. Devhelp's own API docs were rewritten using the new doc system. And the devhelp app had some UI changes. I have run the new app and things worked ok.
