Public bug reported:

In RTL locales (e.g. fa_IR.UTF-8), the alignment of window buttons
(close, min, max) is reverted.

For example, in the `gnome-chess` or `extensions`, window buttons are in
the right corner, when all other windows has buttons on the left.
