Bluetooth toggle in gnome-settings-daemon does not turn off when disabling
Bluetooth from top right menu
[Reproduce Steps]
1. Boot to OS and make sure BT enable
2. Turn BT off via Gnome system tray
3. Gnome control center still shows the toggle in the "on" state, but BT
actually disabled
