On Ubuntu Budgie 22.04 LTS raspberry PI, turning on fractional scaling causes 
an issue where mouse movement becomes laggy and hard to control. This persists 
even if a reboot is performed after changing scaling settings.

This was tested on Raspberry PI 4 8GB with 3 different mice. 2 USB wired, and 
one wireless with USB dongle. Same results with 3 mice.
Disabling fractional scaling immediately solved the problem.

Same tests were performed on Ubuntu Budgie 22.04 on amd64 laptop, with
Intel CPU  and Nvidia+Intel GPU. There was no issue with mouse
performance on amd64 laptop.
