You have been subscribed to a public bug: Ubuntu 22.04 LTS only displays a centered desktop image with the background colors absent, or it only displays background colors with the image picture-options "none". It will not display a centered image and background colors at the same time. This happens with both light and dark themes.
Ubuntu 20.04 LTS displays an image centered and a custom background colors at the same time. I am using the default GNOME 41.7 desktop environment on 22.04 and was using the latest default GNOME desktop environment on 20.04 also.
