While attempting a fresh install of ubuntu-desktop-minimal on 22.04
server, installation fails due to broken libmutter-10-0 dependency -

With the updates repo enabled by default, phased installs of
dependencies are breaking. I would expect that packages and dependencies
would be phased together to prevent conflicts for the other 90% of
machines not in phase.
