Public bug reported:

My desktop has wired ethernet and I keep Bluetooth disabled when I'm not
using it for security reasons. Because of this the shell decides I'm in
"Airplane mode" and highlights the button in the system tray menu and
sticks the airplane mode icon in the system tray. Even if I turn
"airplane mode" back on it turns itself back on when I restart the
shell.

I'm not in "airplane mode" just because no wireless controllers are
currently in use. I'm in "airplane mode" when I tell the shell I want to
be in "airplane mode". Yes, absolutely, if I turn airplane mode on and
then subsequently turn wifi or bluetooth back on manually, airplane mode
should automatically shut off. But the opposite — automatically turning
*on* airplane mode whenever no wireless controllers are active — simply
should not be the case.
